Omniarchy & Voluntary Government

What is the perfect political theory?
It does no good to criticize the governments of the world for being wrong,
if you cannot provide an answer for what to replace them with that is right!
So I shall attempt to define an ideal political system in this section.

The best name for what I have in mind is Omniarchy.  Such a word refers to
a society with not just one ruler (monarchy) or few rulers (ogliarchy) or
no rulers (anarchy) but in which *everybody* rules!  That is, everybody
rules himself or herself, and no one is allowed to do anything to curtail
the self-rule of another.  In practice, the only way to achieve this is
with voluntary government.  If everyone chooses independently to agree to
a set of common rules for the society, none will have been forced into them.

I do not know if anyone has developed anything called Omniarchy before, but
it is based on an existing principle known as Voluntaryism, which holds that
all social interactions should be voluntary in nature rather than coercive
and that governments must have the consent of the citizens before using force
to punish crimes.  This ideology clearly is founded in social contract theory,
but it takes it a step further by declaring that social contracts must be
strictly explicit--for instance, that a person actually has to sign the
constitution before being considered a citizen, making it a literal contract.

Most nations of the world are illegitimate according to this principle,
for they do not have social contracts that are explicitly voluntary; instead,
they impose citizenship on people at birth and offer few guarantees on the
right to renounce it.  Voluntaryism is basically the theory that people ought
to be free to choose which political system they want to participate in or not.
